A new climate and tourism tax for cruise ships docking in Hawaii has been blocked after cruise companies and the U.S. federal government challenged it in court, freezing the measure just hours before it was set to begin.

Hawaii has long taxed hotel stays and vacation rentals through its accommodations tax.

In 2025, lawmakers added a climate fee, a 0.75% surcharge, raising the total accommodations tax from 10.25% to 11%. The law would have extended the tax to cruise ships for the first time.The climate surcharge and regular tax is already being collected from hotels and
